Snow not sticking to ground during any season but winter during blizzard

I've twice created a blizzard with the weather machine during Spring and Fall and both times it didn't stick. Is this normal or could it be a bug? Tried Willowcreek and Newcrest.

Didn’t they say the Weather machine is for temporary weather effects but will change the weather the next day back to normal?

A lot of the effects are Season based not Weather based.
