Snow not sticking to ground during any season but winter during blizzard

I've twice created a blizzard with the weather machine during Spring and Fall and both times it didn't stick. Is this normal or could it be a bug? Tried Willowcreek and Newcrest.

I have not played winter yet, anywhere but I turned snow on for OS. I lived in Vegas for 20 years and one of the prettiest sights is snow on the palm trees. It hardly ever stuck to the ground for obvious reasons, but it did snow, maybe only once per year.
