Snow not sticking to ground during any season but winter during blizzard

I've twice created a blizzard with the weather machine during Spring and Fall and both times it didn't stick. Is this normal or could it be a bug? Tried Willowcreek and Newcrest.

I have noticed this to and it's a little disappointing to be honest. Not trying to compare it to sims 3 but even that had it where the ground would have snow sticking sometimes when it wasn't considered a winter season.
