Snow?
My sim is currently in a blizzard and no snow is accumulating on the ground ... why would this be?

The snow usually covers the ground during winter. Outside this season, the snow will usually never cover the ground.
Plus there are hot areas like Del Sol Valley where the snow should never cover the ground.
