So how is Snowy Escape going to work without Seasons?

Hey guys, So in the past whenever we got Seasons or vacations we also got the winter activities to go with that. Now the pack has been split up (which honestly I don't know what I think of this...) ...

Has it been confirmed that part of the world will be year round winter weather? I have been wondering about this because of the map leak but haven't seen many comments on that.
