I think what will happen is that there'll always be snow up on the mountaintop, where the skiing and snowboarding is. But down in the valley (like the pictures shown with the vending machines and such) you won't see snow unless you have the Seasons pack. And with Seasons you'll also have other weather, the calendar, seasonal plants and other features.
In some places in the world there are mountains high enough to have snow at least most of the year if not all year-round. And the flatlands below merely have cloudy weather or rain. It's about a 3 hour drive one way to the closest ski resorts from where I now live (used to be 4 before I moved!) so to make a trip to the slopes was, indeed, a Snowy Escape, while for the people that live there, their escape was in the other direction closer to the coast.
