SP and EP are different teams.
SP team creates packs with items/features that the EP team (and probably GP team) has no intention of making, for any number of reasons.
Cats & Dogs is not an all-pets exclusive EP, otherwise it would've been called PETS. :|
This pack and the C&D pack were developed seperately, finished seperately, and it's highly doubtful that this new pack could've been included in the previous 4 MONTHS prior to its current completion. Do you think packs just sit around on the shelf for up to half a year awaiting release or something?
Etc, etc. On and on. The idea that this should've been in the C&D pack is hyperbole.
You could say that no Sims game ever should have dlc. It should just be basegame only. If it's not included in the base game, oh well, we shouldn't have it. Or it should be free, because you know, the gurus live on pixie dust and miracles.
They're different teams indeed, but neither is ignorant to what the other is creating. To suggest otherwise is incredibly naive, just as suggesting they couldn't find the time/budget to create some additional animations for small pets is.
Wouldn't you say, given Cats & Dogs is trimmed in focus as opposed to its spiritual predecessor (Pets), it ought to be a game pack?
Too many inconsistencies with this new model The Sims 4 introduced. It's coming off more and more as an anti-consumer money grab, for me, personally.
We got an entirely new Sim creation system along with the pack -- the process to make that pretty much requires the budget (time and money) of an EP. Unless of course we're only given a limited number or breeds, with no options for customization.
Plus, by separating out small animals from the main "pets" EP, it makes them more accessible to more players. There are players out there who couldn't buy/install C&D because their current computers didn't fit the higher specs...and not everyone can run out and buy a new computer just for a game. Others didn't want to bother with cats and dogs, but would like small animals. By separating out the small animals, those players will have the chance at playing with them without spending money on an EP that had features they didn't want, or installing a pack that's going to slow down their game.
