I actually believe them that it took awhile to see what sorts of long-term damage these cheats could cause to the game. It sounds like they created problems they didn't notice until trying to fix certain bugged saves. It's like how TS2 had all sorts of built-in features that actually corrupted your game in the long run, but it took a long time of playing the game to see how that happened. One of the perks of the live service system is that they can take these things out of the game when they do catch them.
