I don't think burglars are 'small' update-wise, since there hasn't been any in TS4 for 4 years. It would be a BIG thing if burglars happened.
It is funny though that the gurus have to keep a lid on expectations because there are things that simmers want that they simply are not going to do because of time, budget, and difficulty.
So if they say something is small, it's probably the next level up in their own eyes, but they need to manage expectations so what they are working on doesn't become a disappointment.
