Those roadmap images are reused old renders. I doubt they will use old renders for any new pack, to me it seems like they hasty put together some various stuff as a nod to what was already released, rather than a hint towards future packs. The protesters are from the City Living pack, btw. These renders are online, and are easy to cut and mix because there is no background.
That said, I'd love it if the specific renders used actually means a hint.
Re Paris, I love that city, been there many times and am missing going there. If there is a Paris-ish world I know I will be sold immediately. Hoping the *new* might be nobility. The game could get features re nobility/royality mixed with romance. It would be a first, I think, and would match Paris quite well, despite not having royals these days.
If rthe world is destination only, Sims could go there on vacation to learn about art/cukture, and perhaps to find a link to noble ancestors. Hm... could this even be moxed with a family tree, genealogy and family reunion events? ;)
This past semester, I recreated a TS4 loading screen and menu using renders from the game for my motion graphics class. There are a TON of options to choose from; I had a field day picking out from all of the options that have been released through the years. I used Seasons, Cool Kitchen, Toddler Stuff, Vampires, Get Famous, Jungle Adventures, at least. There was no need to repeat the same type of imagery because I had so many differing options. That being said, it's either purposeful or lazy to go with the same theme, in my opinion. Why reuse animal imagery when there are so many other images to choose from? At this point, I'm sure the roadmap has been dissected to the point where it's understood that the City Living sims represent the activism of Eco Living. The nude gnome probably represents the Free Love N.A.P. But all of those animals? I'm not buying that it's just someone doing a poor job.
