Actually most of the dead Sims in my game have been in their fitness wear when they died, so it's possible they were jogging. Maybe they need to recode fitnesswear to count as both hot and cold weather appropriate (I think I've had some heat related deaths too, though not as noticeable as the cold) or disable jogging for active and inactive Sims if the temperatures are extreme.
