SOLVED - Can't place floor?

This is maybe too late - but I think when that happened to me I made a basement under the whole lot and then deleted and it made it editable. Is that even a word. :)

tear down the fence first. The lots in this game have many bugs. Like in some lots you can't build because if you delete one of Maxis homes, the next time no matter, still has a foundation. Or you try to place tile and some go missing as you draw them across the lot. Leaving big gaps, and or sometimes parts of the land you can place a tile over there but not over here. It is a buggy mess if the truth were told.

ETA: and in future, if all else fails, trying going up a floor to see if you have grid hanging out there over the land as if it had a room at one time. Delete that grid above if it is just hanging out there in the air with nothing near it etc. It also stops you from placing tiles on the ground.

The stupid issue was the basement the entire time.
