Yup! I removed everything from my mods folder entirely and deleted the .localthumbcache before loading in to test it out. I will try it once more to be sure.
Edit: Still glitching with mod folder entirely removed (note bald Sims), Origin completely closed, and localthumb deleted before loading in. More photos in spoiler below.
