I'm playing the Villainous Valentine aspiration for the first time, that requires my sim to break up ten couples. The easiest targets would be his sister (who dates a boy of the wrong social standing)...

Thank you, @Lenny_Ogg , "other household" was the magic word. I invited over a married sim and, bamm, the option to convince to break up appeared in the "Mean" category. Looks like household members of a Villainous Valentine are not valid targets. Too bad, trying it on his father and sister would have been perfect storywise.
