Thanks all. I found the answer. Any sim at 1 skill point in wellness skill is available to teleport to the secret lots if they activated the both of the lots beforehand. The reason I got confused is because I saw teleporting to the secret lots is available from level 7 in wellness skill in the sims wiki.
The Sims 4Edit
The Sims 4 features secret lots which can be accessed through specific interactions with certain objects. Once visited, the secret lots can be travelled to directly from their portal. Sims with Level 7 wellness skill can teleport to the secret lots while meditating if they have previously visited the lot. (from sims wiki secret lots)
I had Summer Holiday activate Sylvan Glade first, then had her meditate again, then I discovered 'teleport to' interaction at 1 skill point in wellness.
