You said you removed all lighting mods, so I'm not sure. I had this issue with the old NoGLo V2. I got the updated NoGlo V2 and I don't have the issue anymore.
Did you delete your cache after removing your lighting mods? Are you using Reshade?
ETA: I'd also say to remove the entire mods folder to load up long enough to test (delete cache), cause we've all done it. A mod get misfiled and end up one hiding in the folder(s) we didn't know it was. So, the first test is always to remove entire mods folder and see if the problem still occurs.
