I disagree. The period prior to actually making the pack is important too. The brainstorming what exactly will be in it. I really think that process takes months at least (and it’s exactly this brainstorming and coming up with ideas that is essential concerning the extra animals pack subject)
When they started the voting they just had a few ideas for some SPs which they didn’t really believe in. Therefore they didn’t start making any of those packs but decided to let the forum vote between them and only make the most popular one among them.
This only happened for a few SPs and not for other SPs or GPS or EPs. Their problem was that even though they didn’t really believe in any of the ideas EA had still decided to make 4-5 SPs each year and it was difficult for them to find enough good ideas for that many SPs. So their best ideas they just used without votings. But exactly the time from the voting ended until the winner of the voting was released gives us a little more information about how long time it takes for them to make an SP. The only problem here is that the devs weren’t just waiting while we voted. Instead they were working on other projects and they probably didn’t start making the winner SP until their previous project ended (for them personally and not necessarily for everybody else too in the same team).
They usually easily makes 5 SPs each year along with other projects. This indicates that an SP only takes a couple of months to make. But you likely disagree. The problem here is though that in the beginning mainly only the game designer(s) work on a new game. Most of the other devs only join the project later when the game designer(s) already are about to move on to the next project. But even the game designers don’t start working on a project which EA won’t make anyway because it lost in the voting.
