Soulmate aspiration and BFF
I had a sim with the Soulmate aspiration and got the goal "Get married to BFF". By the time I got the goal, I was in a relationship with Soulmate status. We got Engaged through the conversation option...

For the Apologize while angry thing (because this pissed me off a lot and I almost had them as divorced trying to complete that goal) the best way to do that is to have the person with the soulmate aspiration to go and get into a fight with another sim and declare them an enemy. Then come home to your spouse and say one mean thing, then apologize. Smooth apology should work that time.
It's what I ended up doing and it was the only thing that worked.
