That's a tough one, I really like them both. I marked Dine Out just because I probably use it a bit more frequently but they are both good packs.
Just be sure, if you get Dine Out, to be careful of downloaded restaurants - check everything has plenty of space, access for playability and does not have huge amounts of dining tables everywhere or your sims may end up never getting their meal.
