Spellcasters Not Ranking Up?

Question

When I created a new spellcaster Sim last night, I had a fellow caster offer magic training but what I noticed is that she wasn't ranking up past level 1. I tried the cheat to boost her to Virtuoso but nothing happened. I reloaded my Save file before the training offer and just used the cheat and it worked.

But I have noticed that since a recent patch, spellcasters aren't ranking up naturally.

This is still happening in 2025. Although I cant find a cause. It doesn't happen to every spellcaster i make, it seems to be random?
