When a spellcaster casts chillio, the animation of the affected sim is the same like freezing a sim with the freezeray and so on...and there are no new animations for let's say a fridge getting repairio-ed for the fridge (or involving the fridge), it is not animated differently it just changes from broken to repaired which feels kinda stale.
Or with scuberoo, a puddle is just gone, there is no nice fading away with some sort of magical effect (they could have made it glow/shimmer and then fade away or something like that)...
so when there are animations for the affected sim/thing they are recycled (fire, freeze, shock) or there are none.
spellcasters themselves have a couple of new and good animations, but also the animation is the same for casting no matter what spell and the difference between hand- or wandcasting is minimal.

So you're ... disappointed that they allocated their Animation production hours to animations for the spellcasters instead of the spellcaster targets? Because they have a budget not only of money, but of man hours as well. And there are a lot of new animations for spellcasters - especially for the duels. They didn't have time for both, and I think they cut corners on the right side of the equation.
And while a bit of sparkle on Scruberoo on floors would have been nice, it does exist when Repario is used on objects. Also the cloud of black smoke when Repario fails. Heck, that's how I know Repario failed.
