Spooky Day isn't fun if you don't have Spooky Stuff

I don't have the Spooky Stuff pack (I had never been particularly interested in it), but the lack of the pack really makes Spooky Day from seasons very difficult. I've only once, across multiple games...

I love spooky day and even though I have the pack, I can confirm that sometimes no one shows up to trick or treat. I didn't know it was a bug, thought it had to do with lack of surrounding neighbors.
