I hope so. I think they would have mentioned 4 refreshes though. They allready said that the upcoming update is fot the base game.
Plus I believe it's been said that paid content doesn't get discussed during Inside Maxis (I may be mistaken)? So it likely wouldn't be a refresh for paid DLC but more likely a free BG update? Again, I may be very wrong.
Edit: If they are planning on talking about it today, of course.
