"Open stairs", sims can't use any stairs that go to a room without a floor ever since they did the platform update in 10th Nov. For example the stairs in the community lot "Old Quarter Inn" in Windenburg.

I can't see that very well. Are the stairs going straight to a door? Or does that mean just if the floor was removed above the stairs?
I know I have definitely removed space around the stairs, but not the whole floor. I'll have to keep this in mind when I'm building. I'm currently rebuilding everything again and this is an important factor. I'd be so mad if I finished building and my lots weren't usable.
Basically any staircase in a double volume space (and apparently some staircases against an outside wall) is broken by the platform update. I dont understand how they broke them, but if the space the staircase is in is larger than the space automatically made by placing a staircase, it wont work.
There are several workarounds, like removing the railing at the head of the stairs, removing the double volume space or putting railings across the double volume, but they are all ugly as sin. And that doesnt do anything for the EA builds that are broken and that you have to fix in every save now.
It also affects some L and U shaped staircase because the hole the game makes automatically is an irregular shape, so builders tend to place them in a regular 4 sided hole.
Here's how I adjusted The Old Quarter Inn to work around the bug (there's also so other work, but ignore that) The new railings that I placed are just white for visibility, they would normally be black so less in your face, which is why I'm using the short ones. These new railings reduce the amount of open space around the staircase to the same size as the automatic hole so they work again.

EDIT: If you aren't comfortable in Build Mode, it may be easier to remove the railing at the head of the stairs than place more railing
