- Kleptos can steal just about anything that's either a small clutter item or something that can be put in your inventory. They should honestly put a lock on the pet dishes to prevent theft, because I don't even thing real life thieves would have so low of morals as to starve animals.

My first thought was Kleptomaniac. (Should have mentioned that.) But then I saw that they were a "Stan" so I had my non-celebrity Sim with the "Observant" trait greet him. He wasn't a Kleptomaniac. Just a "Stan."

On a home lot I can use the Private Dwelling trait to keep them out, but that doesn't work on public lots.
