"Stans" stealing the pet bowls from the "Petmate Programatic Pet Feeder" at parks.

I have been using the "Petmate Programatic Pet Feeder" at parks because they didn't seem to disappear like the regular bowls. All of a sudden they were disappearing. Then I caught a "Stan" in the act ...

is there a way to keep certain sims from becoming a stan? and/or remove stan status?
