I do think some people including those who don't speak the creators language or those who are young may fall into the trap of "Omg this creation is so cool I want to share it with everyone" and forget or do not realise they should give credit.
Unwritten rules are not enforceable, neither can you rely on them since they aren't written down anywhere. So long as people follow the idea that unwritten rules are something to be followed, you will always have another group who will say that i can ignore them because they aren't written down and because there is no consequence beyond a few people getting a bit rowdy.
Some people will never credit others for what is their work, an example on the MCCC site, someone created that mod and then someone else came in, stole some code and the original creator can't do anything but react to adjusting MCCC code to any changes this other person is doing with his code. It is right there on the MCCC site if you believe that as fact at face value. But every story has a second point of view or more.
