It's a missed opportunity. I know a lot of folks hate it when some players compare TS3 to TS4 but we got Brave & Coward in TS3 base game. @Bobisbae yeah, the devs always add one-sided things to the game, when IRL we're not blac or white. There are brave people, there are coward people, but there's a huge range of other people in between them. I just think that they should've added more options. Maybe they'll update it afterwards, and then it'll make sense that the brave trait is in the reward store, cuz it will give you the option to be fearless. But maybe in CAS they could add separate options like fear of fire (but nothing else), fear of dogs (but nothing else), fear of water (but nothing else) etc...
To me it seems like it should be the other way round. The brave and coward traits should be CAS traits and the others you mention here should be reward store traits because they are so specific to one kind of fear. Makes more sense to me.

@fruitsbasket101 then it shouldn't be a reward store. It should be a "evolution/specialization" tree.
As an example, Lover trait could evolve either to Faithful Lover, Unfaithful Lover or Noncommital Lover. I just don't know how it would owrk with most traits, like Fear trait... Someone could be both afraid of fire and water. Maybe the tree could allow you to pick everything you want, except the ones that would conflict like Faithful Lover conflicts with Unfaithful and Noncommital.
(I separate Unfaithful and Noncommital, cuz there are noncommital people that aren''t unfaithful cuz they don't get in relationships in the first place.)
