TS4 is constantly producing townies, so as long as you don't have a mod that stops that, I think it's impossible to get to the point where everyone is related.
There is sooo much customization with MCC, you can choose relationship change rates, marriage rates, pregnancy rates, adoption, gender prefs, etc. You can even flag townies to never marry if you want.
