The "All Cheats mod" clears the story, but it takes another to do anything wtih the lot. TwistedMexi also has another mod that changes the category of the lot to residential so that it can be modified. You will have to clear the story before having any Sims live there, however. I didn't once, and it was a mess.

It works, but I have found issues, and that's all due to the way the lot is treated in the game as unusable. It's still really buggy, because it's not intended to be modified. Stairs are bugged, and once I got the REDACTED lab open in Build/Buy, I found the stairs often had to be redone because they were blocked off. Secondly, the aforementioned issue of triggers. I heavily modified the lot, including deleting the Mother Plant and most related objects to the storyline. Yet, my Sims still got hit by poison when they went downstairs. That's why I recommend clearing the storyline with the "All Cheats" mod first. Then, I noticed that if a household lived there, once Build/Buy was brought up, it was bugged. It would show both the emblems for household and business funds; and secondly, a zero balance. Meaning you'd have to modify it in world mode while playing a different household. Thirdly, my Sim once visited the household; and he could not enter the household. I have no idea why that's so.
The game needs to be patched to allow free modification of this lot without any kind of mod. It's a sandbox-type game--we should be allowed to do what we want. If you want a fixed storyline--go back to making spinoffs.
