Sulani Island Festivals - When Do They Happen?

On the Livestream, I thought I heard the Gurus say that Sulani Island Festivals occur almost daily. I've been playing Island Living for a good Sim week and I have yet to see one Sulani Island Festiva...

I haven't gotten any Sulani Festival events yet, but there are definitely more of the pre-IL events happening.
