I didn't have any issues. Took 1 sim hour for food to be delivered. My sim sat in her seat while waiting. Food was delivered, she ate, then paid. What problem are you seeing?
Staff won't enter the restuarent they stand outside and it's on AHQ bug thread. Crin posted about it. I"ll see if I can find the link.

I've seen something similar are you sure their not actually Vendors. I had noticed the game assigned 3 Vendors to one Stall in Sulani and while one was working the stall the other 2 were just standing around.
