There are many reasons for that. You just mentioned one. Another Reason is to prevent fans predicting stuff based on previous release dates. Also another one is to find the best release dates based on what they can make and what the fans want a lot.
So it sounds like they're also trying to avoid the fans overhyping themselves, only to be let down because a different pack than what they thought came out.
I mean, SimGuruGrant did say that 2019 will be "Surprising".... maybe this means that we are going to get another unique pack by the end of 2019??
