@simstr0ng Not that I know. If the townie is a "not in world" sim, they have no household inventory such items can go into, and you can't check their personal inventory without having them move into a house either.
In my case she WAS actually a paparazzi, which I didn't know initially. My sim met her while she was off duty. And every paparazzi I've checked later has the Klepto trait just like kalaksed said. I've avoided them like the plague since.
