Terrain Tool Functions Are Incomplete AND WHERE is the Water Tool?

So now that we can alter the terrain in our sim's world... WHY does the Paint Tool NOT work on the raised terrain??? WHY do we always get a "Glass is Half Full" type of addition whenever EA decides...

Anybody notice (well, it's hard to miss it) the sales that been put on packs. They're so high that seems they are struggling to have ends mean. I don't even know why they're trying to stretch it, when everything that's built on unstable foundation feel like will eventually collapse.
