Terrain Tools patch SimGuru/Maxis-Sourced Info

One cool thing shown in the stream is that if you have a two-story block next to terrain that's higher than two stories, you can place a staircase from the terrain to the 2nd floor. The terrain is technically the first floor, so you'd be descending from the first floor to the second floor. Kind of confusing, but it shows attention to detail
