Texture glitch?

The texture of these hanging leaves in San Myshuno's Uptown looks really low-quality even though I play on ultra. Before posting to Answers HQ forums I decided to check whether this is a texture glitch or my PC needs a new graphics card. I would be really thankful if somebody could check in their's game (preferably with Seasons installed and during fall or spring). Thank you! <3
