If you want to play the Sims 2 style exactly then all you need to do is choose "Active Household only" and untick the unplayed sims aging.
That way only the household you play will age up.
I'm personally playing with the only active household aging but also ticked the aging of the unplayed sims. I have entered all the lots that I want to play, saved them then after that ticked the aging for the unplayed sims. That way only townies will age up. The sims that are living on the existing lots will not age unless I am playing them, except for those new added sims to the lots which the game keeps generating if you have that option on.
