Is there a mod, or some way to remove the graffiti and random dance machine nonsense on the Bluffs surrounding area (as well as the Von Haunt Estate grounds, ancient ruins, etc)? I don't want that ...

Due to the Bluffs being part of the "storyline" of windenburg unfortuantely you can't.
Your sims will get invited by other sims to the bluffs for a late night party.
