the cheat to change someones aspiration and traits ??
can someone please tell me what it is?

then click while pressing tab on a sim a then select "modify in CAS". Once there, you will be able to change the traits although some residues of former traits might remain as moodlets.
As for aspirations, you can easily change them without cheating.
