The Cold weather tagging needs serious improvement

@Zeldaboy180 Personally I wish all but the first wasn't! The first can be worn with leggings or stockings (as one does). And where I live, with regularly cold and snowy winter, wearing just a hoodie is not a usual thing at all. Not when it's well below freezing. Anyway, you can put your Sims in CAS in any outfit under "Cold" and it will work as a cold outfit. What the tag determines is what Sims generate wearing, and I'd rather that read as outdoor winter wear, personally. Hoodies just don't.
