I'm starting to suspect that he is immortal. Sims that he's known since birth have already grown old and died and he's as spry as ever. I only have the base game and the holiday pack, so this cannot be due to having the Weirdo trait, which I believe is from City Living.
To make things stranger, one day when I hired a nanny, two showed up, Tevin and a new townie that looks like he could be Tevin's brother, which he is not.

This was not an isolated incident. The last time I hired a nanny, I was greeted by two once again.

Between those two hirings, both my game and my laptop had been restarted.
So you see, I've a mystery on my hands. Who really is Tevin McKinley and why doesn't he seem to age? And what of the mysterious doppleganger? Where will this investigation lead me?
And why does Tevin wear a suit in the pool?

Maybe he thought it would keep him warm, despite the cold water? As for the Doppelganger, this could be his son/grandson maybe? Intriguing problem you have. Good luck sorting it out. You could to into manage households and delete one or the other. They are normally found under Not in the World section.
