Maybe, I guess it will depend on for how long they plan to make packs for the sims4. I guess they don't want to make too many lots. Maybe they have more people available that can make the lots sometimes as well, depending on what they need to work on.
I think the game engine should be able to handle larger worlds, the question remains if Maxis wants to do it... I would imagine that it would require a bit more work than usual.
