Ah, that's the challenge of all cooking shows. They're all often 'good', especially in the finals where they are now often 'outstanding'. That's where the judges come in with their subjective opinions.
In the game of course, I imagine they'd use some kind of algorithm that uses the sim's skill, their current mood and the quality of produce they use. For example a sim who bakes the level 4 strawberry cake in a Very Inspired mood would win against a sim who bakes level 1 chocolate cake in a happy mood. A sim who uses perfect pomegranates cooking pancakes would do better than a sim using superb grapes. Also, traits could be a factor. A sim with the foodie trait could always have an advantage over other sims. If they want to get really creative, they could add twists into the coding so that things don't get too predictable, with moodlets like: "Clearly Elzbeth was the sim with the highest skill, but her nerves got the better of her, so the winner is John!" The sims could also get a moodlet about winning or losing based on their traits. eg, A hot-headed sim would get angry about losing, a gloomy sim sad about losing, a cheerful and good sim gets a happy moodlet: "I'm happy John won, they deserved it!"
