The Heckings abandoned their dog?

i just started a new legacy and my sim doesn't have a bed so i went to the hecking's home to mooch off of them since i pretty much evicted everyone else out of brindleton bay.
i made my sim sneak upstairs, but after about two minutes of him sleeping, both heckings walked right out the door and left their poor dog behind? she is filthy and crying, and she was barking by her bowl when my sim got there so i assume she is hungry. :'(

eta; i just think this is pretty sad and strange AI behavior lol.

I do not think EA/Maxis spent too much time on NPCs AI systems on how well care for their own pets and spend more time on active owners(players).

aww. It's been 8 years, I hadn't noticed. I was researching what happened to the Hecking couple's dog Rosie. Then I saw this headline. Haha.. Apparently, with the recent updates, the game developers took the pre-made pets away from their owners. Not only that. Horses are also gone. Their names remain in the stories, but physically in the game, neither cats nor dogs and horses are available as owned pets. Still, the game allows them to be adopted by random Sims. Now, is this a bug? Or a conscious decision?
