This is because when the last sim in a household dies they take all the furniture. The home 'appears' to be furnished but it's actually not. You can tell by the price and if you tried to add a new family to the lot you will only ever get the unfurnished option regardless of being able to afford it.
I usually add a young adult sim into the elder household before they all die to prevent this.
It is annoying and always been a problem and I wish I didn't have to do this when all I want to do is play.
