If children were able to take photos with adults that would mean they integrated all the added life stages in game but everyone knows Sims 4 is single player adult only.

well.. there is no reason for them to add new options to the photo studio object.
Did you buy GTW without being able to take a family photo? Yes.
Will they get more money from you if they add in new options? No.
Will they lose money if they don't add in new options? No.
The awesome thing about being part of The Sims community is that we always find ways around the limitations. So...as seen above...I found a way to get my family pictures. It was quite easy and now that I know how, will be no problem at all.
