No, noblu just removes the blu and depending on which version can make it actually darker (in-door lighting). For the most part I just use specific celing lights to brighten a room in a way I want. I know some people use the hiddenlights in cheats but I find they cast a very specific type of lighting and depending on whats in the room can actually create really bright spots and make dark spots darker.
So ya, not a pretty solution but honestly it just comes down to finding the right lights and right placement on your lots. Luckily unless your using TAB camera the game hides ceiling lights. There are a few other mods out there that try to deal with lighting but I find them very inconsistent and because the game uses such a specific type of lighting (ray oriented based on the source such as the sun or house lights) it can make things even worse.
I find lighting issues are mostly just from indoors and again, I've just used ceiling lights to fix this. Also note ceiling lights are all different, some give off more light, brighter light, different colored light, ect. So you have to experiment with that.

Graphics are decided by your gpu or onboard video not your cpu. HOWEVER your cpu CAN post process the game faster and certain effects depending how the game programs its resources (or rather what component processes what) which means yes - this can effect lighting quality for sure. Also your monitor/game setting resolution effects the sharpness of your video - not your video card (as long as your video card can handle higher resolutions of course).
Its true though a better computer will process graphics and games better overall though, but the blue lens is code based into the Sims 4 itself. How it effects you will obviously be based on your color calibration to some degree too though.
I honestly never noticed it myself until I was post processing screenshots and was adjusting color levels - my program automatically corrected for the blue to an extreme amount which is how I first learned about it.

Yes, however reshade is not easy to setup, it has multitude of coloring options (you can make the game look completely different) and can destroy fps (frames per second) depending on your game/reshade settings.
Most people with slower computers use reshade just for screenshots, but if your computer is capable it can run reshade easily enough too.
