As far as I remember Sims 3 had this as well - which was one of the main reasons I never played it, I couldn't stand all my apartments and environments being blue and purple. In Sims 4 it's not as prominent in my opinion - depending on the season and neighborhood. Also the lights in apartments counteract it quite nicely, so I'm okay with it.
