My sim got one after doing a fable, so perhaps if your sim does a fable they may also?

Do you have to be a fairy to do the fables? I'm not doing the fairy gameplay yet.

My sim was a fairy, but I don’t think that you need to be one to do the fables.

My sim was able to do fables before she became a fairy.

simgirl1010 I've been doing the fables with vampires, spellcasters and normal sims. No problems apart from not always finding the 'Deliver' option.
